The Federal Excess Personal Property (FEPP) program is authorized under terms of the Federal Property and Administrative Services Act of 1949, as amended (40 USC 483), and the Cooperative Forestry Assistance Act of 1978 (16 USC 2106).

What is FEPP?

FEPP is federal equipment, on loan to state foresters from the federal government for use in rural and wildland fire protection programs. Most items loaned in the FEPP program are from military installations, with trucks suitable for conversion to tankers or brush trucks being preferred. Other common items on loan include generators, pumps, and trailers.

Items loaned through the FEPP program may be used for fire protection purposes only.

How the FEPP program differs from the Firefighter Property (FFP) Program

The FEPP program is different from the Firefighter Property Program (FFP), which allows local fire departments and emergency responders to acquire surplus Department of Defense (DoD) equipment for firefighting and emergency services at little to no cost. The Wyoming State Forestry Division (WSFD) lends FEPP property to rural fire departments for fire suppression, which must be returned to the Division after use.

FFP property acquired by WSFD prior to July 1, 2014, must be placed into service (that means in working order) for one year, and must be available to be used for fire or emergency services to begin the In Service Date. Once that year is up, the property belongs exclusively to the Cooperator. Certain property acquired after July 1, 2014, will not be transferred to the cooperators and will remain property of the Department of Defense. This property will be treated in similarity to FEPP.
